Try speaking to yourself when you're alone in a room because you are always most comfortable with yourself and can communicate without any fear, this will bring confidence and fluency in your communication. After that try communicating with someone you're comfortable with.
While facing other people or more formal circumstances try keeping in mind the confidence you feel in the previous two conversations and that will help you come at ease.
