Nor PTE Academic nor PTE General is accepted for Canada PR. Either you have to take compulsarily IELTS General or CELPIP. But as very less centres are there for CELPIP test(most of them located in Punjab) please book your slot for IELTS General test. You can take PTE Academic, if you are looking for PR Australia, PTE General is not for Indian candidates, it is for candidates from countries where level of English is little bit lower such as Iran/Iraq.

There can be many reasons why you must have scored less in speaking in PTE.
1. Your voice was not very clear to the microphone.
2. There was a lot of noise around you when the microphone opened to record your speaking.
3. Your pronounciation was not clear.
4. Fluency was less
5. You were stammering and shuddering frequently
