Hey Soumya. The first step to being a better UI Developer is to understand your target audience and their behaviour. Asking the following questions is important:
1) What is the user's purpose on a page
2) What is the message that needs to be communicated to the user
3) What is the MINIMUM amount of information or elements required to get the message across to the user
So the best skill you can learn to become a good UI Developer is to UNDERSTAND your user
And then comes the coding and designing part. Learning HTML and CSS is basic. And then it's a matter of choosing a framework to create your platform in.
