Electrons are present outside of a Nucleus not inside. Nucleus is basically having 1) neutral charge i.e neutrons and 2) Positive charge i.e Protons . But when the ratio of protons and neutrons is too high, and the atom needs to get into a neutral state. there is emission of electrons and protons from the nucleus. but the electrons are ejected out immediately leading to Beta rays. And the protons are kept in the nucleus.
