The most important quality which a teacher should have is to find the problem which is stopping the child to perform. If that is solved the child will surely perform well. Every child has his own set of problems. You cannot generalize them. So root cause analysis is the most important quality of a tutor. Of course the tutor must be strong with his concepts and teaching skills.
