Hi,
You can use all the methods for promoting a static website which are available to promote a dynamic website. However, it might require a lot of effort and changes in the code specially for implementing SEO and including any script for social media or chat integration etc.
Having a dynamic website also helps you update content easily and quicky with a CMS as digital marketing might require you to modify and upgrade content and add more content on a regular basis.
