Start photography by asking these questions :
Are you planning to take photography as a career?
Are you ready to invest money in something that might have no or very low value materialistically in future?
Are you are ready to keep camera with you at all times?
Are you ready to attend events thinking if I were the photographer I would have done a better job or this is a great spot of learning?
If you have answered of these questions as YES. Get a DSLR. Enroll with best photography near your area and learn from him or her.
If any of these is NO. What you are looking for is just a hobby. Start with mobile photography and learn composition.

Any setting is a good setting as long as your subject is visible and separate from the background and you get what you are looking for.
To understand more about settings, learn photography fundamentals.
Assuming you will be using basic camera - Use this settings to begin with
F1.8 as aperture
1/50 as shutter
And keep the ISO as low as possible
