Speaking Fluent English depends on what level you are right now. If you can speak English and the problem is only fluency and hesitation, there are various workout that can help you like:
1. Speak to yourself in English as much as you can. This could done at anytime, anyplace. Think your thoughts in English and talk those thoughts to yourself in English. Think of any situation and speak about that in English with yourself. While you're traveling look at the advertisments and hordings on the road this is best way to find new words, new tredns in English. If you find any advertisment in Hindi convert that in English and speak that with yourself about that.
2. Talk in English with your siblings and friends irrespective of what they'll think.
3. Discuss your daily routine and your yesterday's day with anyone who's close to you on daily basis. While discussing this mind the usage of tenses.
4. Read English newpapers, English Magazines and mostly English Comics as language used in Comics is most easy and understandable.
Above all knowledge and self-confidence are most important to spean fluent English.

Hello Amit, This is very common to hesitate while speaking in English in public this is called stage phobia. Trust me first thing you need to speak in public without any hesitation is no English, its self-confidence. One you'll grow confidence in yourself this hesitation will be gone. Here are some tips to develope self confidence:
