Fluency comes from practice. English is a skill, like riding a bicycle. It is a two-step process
Step 1: learn
Step 2: Practice.
English has input skills which improve your knowledge about the language and output skills which showcase your expertise. Reading and listening are input skills, whereas speaking and writing are your output skills.
Read a lot. This helps you to understand grammatical structures and the use of new vocabulary.
Listen to English audios and videos (with subtitles). This helps you understand pronunciations (syllable stress) and also word stress (the way of speaking).
Everyday practice: Think of all the sentences you use daily. Translate them to English and create a repository. Pick and use five new sentences every day. Keep adding to your list and practising
E.g., I get home and tell my mother "I am hungry" every day in Bengali. When I wanted to enhance my fluency, I made sure that I said this to her in English every day, and when it became a habit, I started using different words to say the same thing. Some days I said " I am starving" other days I told her " I am famished". She did not understand my words, but my body language made her understand my feelings, and I got to practice new vocabulary and memorise it effectively.
This kind of practice will make the daily use sentences a second nature to you and slowly, there would be a time when you will not have to have a rehearsed conversation.
