Sure there are.
Data scientists are not your typical programmers. Their focus is not to write the best code or even good code. They just need to find "a" solution to a problem and build a model. With that their job ends.
It is usually the job of a Data Engineer to pick up that model and actually write the code that goes into production.
So, there are several data scientists that are bad programmers. But not all of them though.
