Well the answer to this question may vary. You mentioned in your question, 'without Public IP'. This can be interpreted in many ways. 1. You don't have an active Internet Connection on the Server. In this case, you cannot connect to the Server remotely at all. If the server is located nearby, you can create a LAN & access the server with a Private IP. 2. You do have an active Internet Connection but don't have a Static Public IP. In this case, you have two options. One is you need to find out the Dynamic IP assigned by the Server's ISP and if the Firewall permits you can RDP/ VNC/ SSH to it. The other option is to install DDNS on the server and try connecting using the Domain Name. You can have a look at www.noip.com to create DDNS Service. Alternately you can also try using Softwares like TeamViewer. 3. You do have an active Internet Connection but the Server is connected to the Internet through NAT. Here you need to configure Port Forwarding at the edge Router so that it can forward the traffic to your server. You need access to the Router to do this. Then you can try connecting using the public IP of the router. DDNS & TeamViewer is also another possible solution. Thanks. read less

It's the DataLink Layer that uses Frames. Physical Layer just handles the electric signals.
