For a monoatomic there is no dielectric...because a single atom is neutral...unless some external charge is applied...wen external charge will be aplied it will trie to atain that dipolar orientation.

Like for Hydrogen you will have positive center and negative charge around it, so as far as classical picture is concerned this is how things behave.
