Voltage is the difference in "electric potential energy per unit charge" between two points. Voltage is the WORK to be done, upon an unit charge to move between two points, against a static electric field. Potential Difference is just the difference of Electrical Potential between two points.

Voltage is used generally to indicate the power which can be derived from appliance or what it uses. .while potential difference requires two points to be specified. Voltage is a relative term but potential difference between two points doesn't depend on third point.
