Interstate disparities in layman’s terms are the proportion of poor people of one particular geographical boundary or State is not the same in other States as well. In other words, the amount of poor people is not the same as other states.

In India, it is recorded that Orissa and Bihar are the two states which are the poorest with poverty ratio of 47 and 43%. There is however a decline in the rate of poverty in the states of Kerala, Jammu and Kashmir, Andhra Pradesh, Tamil Nadu, Gujarat, West Bengal, Punjab and Haryana.

In some states poverty  is declining in India but there are a few states where poverty is still a very serious problem.
Example: They are Orissa, Bihar, Uttar Pradesh, Assam and Tripura.
Orissa and Bihar are the poorest states with poverty ratios 43 and 47.
There are states where poverty is declining rapidly. A few of them are:
Punjab and Haryana due to agricultural growth rates
Kerala due to human resource investment
West Bengal due to land reform measures
Andhra Pradesh and Tamil Nadu due to public distribution of food grains
