They are enunciated purely on the basis of observation, and no physical phenomenon has been ever reported to violate the laws. But this does not mean that the laws are true and universal. Some day something might occur that may violate the law(s) and then we might need to modify the laws so as to suit those "unusual" observations. The thermodynamical laws are thus naturally different from Newton's laws of motion, the latter being rather defining and axiomatic in nature. read less
