That's a huge question of the debate actually. You won't find a specific answer. Let me elaborate for you a bit. There is a synergy or you can say a connection between mathematics and physics that really took off with Galileo, Kepler and Newton and has become ever more necessary since. To call that relationship ‘just applied mathematics’ is to seriously understate its significance. Math is one of many tools used by physics. Even more important is observation and experiment. Another is the discipline of accepting only theories that can be reproduced. Perhaps most important of all is a willingness to doubt one's intuition. All of these things are necessary.

Math has much more applications than only physics and Physics requires much more than only Math. In my opinion, No, physics is not applied mathematics.

Mathematics is very abstract subject; it is based on logical reasoning but we cannot relate meaning of every equations, theorm in Mathematics to real world. Physics uses mathematics to write the behavior of real world around us using mathematical equation. For eg. Physicist can develop equations for earthquake waves but many equations are non linear and difficult to solve, mathematician work hard to find solutions to those equations. It also works other way around as well , Lorentz ( mathematician)have developed the equations of relatively but it is Albert Einstein who is able to understand those equations and able to relate with space and time. I think both mathematician and physicist worl in collaboration,  each uses works of each other for the progess of science.
