Aq kOH is alkaline in nature so it gives hydroxide ion which is a nucleophile to replace halide(bromide in this case) and form alcohols.

Alcholic KOH produces base which is stronger than OH ion,so here it brings about elimination reaction.

So with Aq KOH alcohols are formed & the reaction is nucleophilic substitution reaction.Where as with alcoholic KOH the reaction is B-Elimination rxn and the product is alkene.
