I want to be fluent in speaking English. How can I achieve that?

You should started reading the books of junior classes or novels according to your intrest so you can collect the word power and then build a circle where you can talk in English and one must be in the group so he will guide you what's wrong or what's right and than within a month you'll get improvement Definaly and by this Patacice you'll be a master on it.. 

• Read an English newspaper daily for an hour - To improve vocabulary.
• Learn any new ten words daily - To improve pronunciation
• Buy grammar books and work upon some exercise - To improve sentence making.
• Finally, use all those things in your day to day life, whether it's wrong or right?

Practice is the core of everything, no matter what your background is. If there is enough amount of practice, I am sure you can attain what you want. Along with fluency in the language, you need to focus on pronunciation as well. The best way is to write, read and repeat. While you are at it, record yourself, listen, and you will be able to find your errors.
