Trivially this may be at least slightly true, as the Chinese character “UTF-8 plane” stores them as three byte ints, versus most Roman characters being represented as one or two bytes (the latter for some characters with accent marks, etc). On the other hand, Chinese is actually a bit more terse than English in terms of number of characters used, so my guess is the difference in bytes sent between an English web page and a Chinese web page with similar text is about the same.
And if any graphics, video, or animation is involved, the difference in text size becomes trivial when compared with the graphics.
(I’m assuming that all networking and hosting considerations are identical, as the question didn’t refer to websites in China versus elsewhere, but only about the transmission of websites coded using Chinese text.)
