Yes, you may apply for higher studies in Canada by improving your score by writing the IELTS exam again. Don't use with a score on only 6.5. With a rating of 6.5, it is improbable that you will get a good university in Canada. You must have at least a score of 7 or above to get the branch of your choice in an excellent Canadian university.
