1.it's important to doing B.tech after my polytechnic diploma in cse,i want to learn programming in java,python etc. right after diploma.
2.can i get a job after diploma and some programming skills to get a job and i don't want to do B.tech because is very costly and time consuming or i think companies want person with skill
Yes, you can get a job in the IT industry if and only if you improve your skillset and get yourself updated with the latest technologies in the sectors.
In the present scenario, most companies look for candidates with excellent skills in programming and degree is just used as an entry barrier for selection from one round to another in interviews.
I would advise you to choose the area in computer science in which you are interested in working on and then learn all the skills by yourself with the help of online resources. It will help you save energy, time and money. I wish you all the best in your career.
You can get testing job in a Bangalore based reputed company. No programming skills requird. You can send your resume to me.
But if you are passionate to become a software developer then you are required to learn programming languages. There are so many sites where development work is charged on hourly basis.
A bachelor degree is a must if you want join a MNC.

I agree with everyone that you need to have the skillset to survive in the IT industry, but before that, you need to get there. So to get inside, you should go ahead and complete your B.Tech first.
You can check the kind of jobs that are available to a Diploma holder and the kind of jobs that are available to the Degree holder. You will notice the difference.
Alongside B.Tech pick up Java or Python (as per your interest) and complete at least 6-7 projects. Also, upload each of your project on GitHub. Recruiters these days ask for your Github profile.
Finally, if you decide to study B.Tech, do it from a good college. The reputation of the college can help you land in a good job.

Yes if u have skills of programming no need of degree but to gain skills u need best environment n facilities available in best colleges
If u are a capable of learning on your own from internet without anyone help it's great then don't join btech
If u feel I need some companions n guide better to join college in any city as u r CSE

So many answers here suggest that there's not much need for a degree but the sad truth of our IT industry is that you won't be eligible for half the interviews if you don't have a degree or it's equivalent like MCA.
If you have time or money constraints, please try to gain an IT certification at least to add some weight to your CV. Recruiters would be more inclined to ignore your lack of degree if you've scored in high 90s in an industry-standard certification like OCA/OCP 7/8 for Java.
