Current is flow of charge per unit time , minimum possible charge that exist and can flow is charge on electron that's why actual cause of current is electron .

In what part of the body, if they don't work properly, do we face dibaties problem

Kidney is the first victim of diebeties then eyes and heart because high sugar level exert extra load on kidney and it same condition persist then it will lead to shrinkage of blood vessel resulting heart problem.
