It also depends on what is your definition of a proficient player. If it is to play several songs, you can do it easily in 6 months after the basic movements around the drums are smooth, but if you see a proficient player as the one who can play any song without much difficulty, that takes time. It's not only to know how to play but also what to play and when. One needs to understand the flow of the whole music rather than just focussing on your instrument.
