Being perfect depends from people to people. Perfection to different people has different meanings. You will have to define what perfection is according to you. One can be perfect in basics & techniques of respective dance form not in choreography exploration, because of its never-ending learning process by making mistakes.
Any dance form you will have to spend effective 3-5 years of training where you focus on basics & techniques. Later it depends on how you want to build it from there.
And for everything, PRACTICE is the KEY.

It all depends on whether you want to take dance as a profession or just a hobby. If you're going to take as a profession, then, your approach in learning the form will be completely different. You spend many hours per day for practise and push yourself to the next level. Dedication, determination and willingness to practice will be high.
But on average, you need to spend significant 1-2 years of learning the form & dive into it.
