How can I fluently speak in English? I am very weak in English...

•Learn some basic GRAMMAR RULES and practice in your daily routine. By doing so, you will be a fluent English speaker with no extra effort.

You need to start with basic English considering your requirements be it grammar, reading, learning, writing, speaking skills. Opt for online tutorials or coaching sessions in private institutes to kick start your English course.
Practice every day. Read newsletter or magazine or try to communicate in English on daily regularities of life. This will improve your speaking skills.
Test yourself once a month or 15 days for the learned process.
It requires confidence and strong affirmation to arrive at any results.

Here's what you should do to learn English (the order is essential):
1. Speak in English, as often as possible, wherever you can - school, college, office. Don't worry if your English is not perfect. People may laugh at first - don't bother. Remember, we all fell many many times when we were small before we could walk.
2. Listen to English news programmes. My suggestion is a little outdated - but it is better - Do not watch English news on TV because it is very distracting and disturbing. Instead, listen to English news on a radio Listen to international broadcasters like BBC, Voice of America, All India Radio. You will benefit tremendously from this - guaranteed.
3. Read English newspapers. All newspapers are now available online, so you don't have to buy them.
4. Keep a small notebook (200 pages) at home for English learning. Use the first half of this notebook for vocabulary - write down a word and then its meaning and in the next line, a sentence that uses this word. In the second half of this notebook, write proverbs or idioms. This will help you in conversations.
5. Please DONT read a book like Wren and Martin for learning this now - it will only confuse you more and put you off!

You should start speaking English in your daily routine. Learn at least 5-10 new words every day to improve your stock of words. You should know the fundamentals of grammar. Reading the newspaper and talking with friends, watching English news and English movies. You can watch an English cartoon, Short film with subtitles.
