Short answer is No. Long answer is they can be if they are able to distinguish the technical aspect and the creative aspect of the same song. For example, understanding what chord to play under the vocals is the producers job. But making sure that the frequencies of both the vocals and the sound used for playing the chords are not clashing with each other is the engineer's job. There are lot of ways to approach the problem but whether you go at it from a creative perspective or technical, is how one can tell whether they are music producers and/or audio engineers.
