Just keep in touch with the English Language - while speaking, writing, listening and also thinking. Keep thinking in English then and then only you will be able to communicate what you want to say or speak in English. Don't dry to translate into the English language from other languages. It will always be incorrect because you think in another language and then speak the same in English. This is not at all practical. Keep reading English books/storybooks, English Newspaper, English Articles, English Movies, etc. Also, don't forget to be in touch with people who speak English. You should also always be in search of such people who speak in English most of the time. Again, if you don't get a chance to speak, try to listen to other's conversation between the two people. Focus on their speaking, facial expression, way of accent and how they talk in English.

If you wish to attain fluency in speaking English, you should practice speaking with others as much as possible.  In addition to that, you should also inculcate the habit of reading newspapers - viz. THE HINDU or THE TIMES OF INDIA - in which you should start with the topic which interests you. You should read magazines if available from nearby Library.
