My experience is vast enough, spoken english is not just a terminology but itself an art to express yourself as well as to interpret the communication. Spoken English can be taught to someone who's keen interest in changing their environment and want to adapt and embrace English as their second language or the primary one. According to me, if the learners are trying to push themselves in an environment(english based) which is less familiar to what they've experienced till now then the learners should focus on their overall behaviour and the ethos which they want to share with others because the behaviours which are shared by them in their regional or common language are different and somehow will vary when they will try to communicate in English language. Spoken english isn't difficult but it requires a full fledged knowledge of grammar and wide range of vocabulary. External knowledge related to science, sports, politics, society,social gatherings and some international happenings could help oneself to share common topics with others and will also help initiate conversation and to continue further.
