The covalent bond is formed when two atoms with an incomplete octet in valence shell come together. They make a bond by forces between the nucleus of one atom and electrons of the other atom. When forces between nucleus and electrons are greater than the repulsive force between electron to electron bond is formed. In carbon, there are four valence electrons. It isn't easy to lose 4 electrons or gain 4 electrons to complete an octet. It will require high ionisation enthalpy or electron gain enthalpy. So carbon forms covalent bonds.
