Why smart work works well than hard work for any competitive exam?

Smart work works because you learn how to answer the questions rather than learn the course material. It's not very effective if you're looking to gain knowledge but for competitive exams since time is of essence, it's optimal.

How can I make my spoken English more local?
I would say do not try to learn accents which don't come to you naturally but if you really want to learn the specific accent, for instance, British accent, then use phrases they use the most. All the best!
