TL;DR I recommend React for easy and deep learning.
Spend a week on each framework in learning and applying, you'll get some idea how things are implemented in React and Angular.
Both are great frameworks, but the learning curve varies from React to Angular.
For React, learn once and keep improving over the time, so that you can become master in it.
For Angular, Google keep on updating and revamping the library, for every new version you've to update the whole application and look back what you've done earlier.
Open Source community for both the frameworks is great.

Yes. For the Angular, you must have basic knowledge of HTML, CSS, javascript. Because it is based on javascript. It uses es6 javascript, which is class based javascript that is nothing but the typescript. Typescript is the superset of the javascript .so for the complex coding in javascript we used typescript. So for better understanding, you must know javascript.
