Selenium with Java is more robust and have been in use for a long time. Selenium with Python is something new and will take time. So first start with selenium with Java and then if it's required, move to selenium with Python.

If you want to become a Front End UI Developer for Web, you definitely need HTML, CSS/ Bootstrap, JavaScript. A front end framework like Angular or Rect would be nice to have. Some companies use Vanilla JavaScript or some use a framework/Library of JavaScript like JQuery/Angular/ React/ Backbone/Knockout etc Most UI developers also have a good UX Design sense and can do some designing as well like Photoshop/ Illustrator.
