When you say that something is on fire or burning, you indirectly mean that in some way the atoms of the substance are receiving energy. Some of this energy is passed on to the substance in breaking the bonds between atoms. The rest of the energy is given out as light and heat, also known as fire. This light and heat are radiated via burning substance's atoms in the air most of the time. Hence they do have mass as atoms whether burning or not have mass and thus weight.
