Newton's second law says that force is directly proportional to mass and acceleration ( rate of change of velocity). If Force=0 then the rate of change of velocity=0 ( because mass can not be zero). It means if force is zero, then the instantaneous velocity will remain the same. For example, if instantaneous velocity is zero, it will remain zero because the force is zero. Also, if instantaneous velocity has some value, the object will remain moving with that velocity, because there is no external force.
This exactly is same as Newton's first law which says that a body will remain stationary or moving until an external force is applied to it.
So, the second law contains the first law.
