In the General Indian English context, we speak simple English during our conversation. Sometimes we find difficulty in using appropriate words and instead find free words. Therefore for commoners less subject-oriented and professionals, it is imperative to use the term learning for drilling into mind frequently. Yes, we do find difficult words during reading News Papers or fictions but tend to procrastinate in understanding the meaning. Therefore individual motivation and environment are essential. So keeping abreast with day to day usage of discovered words will fulfil the aim of learning and practising language use.

Is there anyone who doesn't know spoken English but he is an IAS officer?

Plz see the criteria of selection. No any possibility of being selected even if attempted in other national language. Open to choose search machine and not to jump into such ques will benefit.

Which is right, "is it worth while" or "is it worthwhile"? And is "you broke up your good family because of gambling. Is it worth while?” the right way to say so?

Is it worthwhile? is correct as it is being followed by the act and the question is asked for the confirmation of the content.

How do I learn English spoken and writing perfectly? Is there any online resource with proper guidance?

Of course there's a lot of material. Its unpaid and paid too. A numbers of Apps are available. But choose the right one. Please don't fly in whims and fancy. Its because right decision leads to the goal. Good luck.

What do you think about the following, the anglicization of the world and non-native English-speaking tourists complaining that a country doesn’t have enough English speakers?

Due to the mass media and technology assisted education corners of the world have come together. Due to the mass media and technology assisted education corners of the world have come together. In this environment the concept of spread of English language won't be eccentric as it has arbitrary nucleus of growth. Today such questions seem to be irrelevant. However on the other hand speaker of second language have grown in good ratio and proportion thus catering the needs of day-to-day language usages.
