I am not an IT professional nor having IT background. But still i want to answer your question;
Generally, 80:20 Principle is useful in each and every cases. Take an example of your exams:- In exams most of the questions i.e. 80 percentage are asked from 20 percentage of the syllabus. And rest 20 percentage question from test 80 percentage of the syllabus.
And similarly in phython also, 20 percentage of the total course is enough to get job done up to 80 percentage.
