I am fresher, BTech 2017 graduate, and I want a job in the IT sector, so which course is better after the year gap?

First, you have to check the trend of industries where more job is creating. Like today, most demanded Language is Python, and hot skill is Data Science, AI, IoT. So you have to be ready for that.

For the Government job, you have to do a government authorised Diploma like DCA/PGDCA are for basic Learning. But if you did O level /A level /B level course then definately you will get the skill.

Void means function is not returning any value and if void main() then the main function is not returning any value to calling point.
