You probably meant that the wavelength is different in different media as the light passes. Which is true. When a colour is identified with wavelength, then the wavelength is in air medium(velocity =C). Early Scientists used diffraction for measuring the wavelength quickly. So the colours were identified by them in wavelength.colours can be identified by either one.
