From boron to thallium stability of +1 oxidation state increases and of +3 decreases.
From carbon to lead stability of +4 decreases and of +2 increases. this is due to inert pair effect. According to it when we move down in a group stability of lower oxidation state increases and of higher oxidation state decreases.

Electron deficient compounds are those in which central element's octet is not complete. it has less than 8 electron.
BCl3 is electron deficient as boron's octet is not complete. it has 6 electron around it. SiCl4 is not electron deficient as in it silicon's octet is complete.
