I believe Sudha is correct. This is because parliament is the highest forum for debate. It is the place where laws are made. If it does not have walkouts, debated, etc it will lead to a decrease in the functionality of the parliament. Every decision needs to be reconsidered and only then it should be passed. It should be open to any kind of debate and walkout, protests etc if a certain group does not believe that it is right for the law to come out. This just makes it more efficient.
