Should I continue studying the French language? In my school, it's till 9 class only.

Definitely. If you love the language you should definitely go for it. There are other ways to learn the language instead of only the school curriculm.

What is the best way to become fluent in the French language (program, class, reading)?

Beginner level, opt for a proper tutor and find a practice partner. as for fluency watch and listen audio's, short story for kids, songs. Opt for French subtitles instead of english so that u can read and repeat until you get the pronunciation right.
