Answer Not really they are markup language.The do not have all the functions are programming should have. E.g In the prgramming language there is decision making using If for example this is not found , there is iteration (looping ) this is not found. So HTML and CSS can not be really considered programming languages.
When developing web pages there are three layers
1) Content HTML
2) Presentation CSS
3) Behaviour JavaScript
JavaScript can be considered the programming language.
