The first thing is that learning how to speak English is a continuous process. So don't set a time limit for it. Rather show interest and utmost zeal in learning it.
Now coming to address your question, frankly speaking, there are several ways to do it. Let me talk about some of them which I did. Have a friendship with a dictionary. Looking at it should be an indispensable part of your daily routine. You will know how to frame sentences. Give equal stress on pronunciations. 25% job done. Now get a novel, an inspiring one like The Alchemist or anyone but with good review that interests you. Finish it with reading daily 1-2 hrs. 10% more job is done. Practice whatever words you read & understood with your friends. With friends, yes make a group of dedicated friends for this purpose. 30-40% job done.
Clubbing all, ~75% job done. You will see a change n some confidence & from that day you yourself will realise multiple ways to make it 100%.
