Is it necessary for a programmer to start his career by learning the C language first?

You can start your career in any programming language, like Python, C++, or Java. But most of the modern languages are influenced by the C language. If you start your career with C, then you can easily learn other languages.

Is C language the base for learning C++?

No. C and C++ are two different languages. All most all modern languages are influenced by C language. But we can learn C++ directly without learning C language.
