Yes, in future the vacancies will decrease. The reason behind this is the poor condition of PSU banks which is worsening day after day. Their NPA is on rise and for next two three years there is very little sign for improvement. This is mainly due to the wilful defaults of the large corporates. If you see the last three year trend the vacancies in IBPS is decreasing every year. Banks are also switching towards recruitment through Manipal School because that is more profitable for them. So because of all these vacancies in IBPS is decreasing and will further decrease.

If the points in a scatter diagram tend towards a straight line or fall on a straight line then the strength of association between X and Y is Strong. It is a linear correlation. And as you mentioned that the straight line is making an angle of 30 degrees with X-axis, that means it is a positive correlation. Mathematically the equation of that straight line will be √3y=x. So for every unit change in X there will be √3 unit change in Y.
