Current is produced due to the flow of electrons. If there is no relative motion between the electrons and the velocity of sliding hand on the wire, it means that the man's hand and electrons are moving with the same speed and in the same direction. So there won't be a flow of electrons inside the man's hand that means he will not experience electric shock provided if he is not touching the ground. But practically, it is an impossible condition.
