Anyone can become a singer if he /she is passionate to learn no matter what age they are. But it needs dedication and practice for many years to achieve it. Carnatic/Hindusthani helps to understand the basics of singing like shruthi, swaras and gamakas that are essential for any playback singer or classical singers. Without learning carnatic or hindustani music also u can become a singer but u cannot be a professional singer until you learn either of them. Age is not the limit, it depends on the dedication on music how fast one can become a singer. By learning music you can be able to sing ragas in a correct style so that you can be able to sing new songs based on the tune, which is the must for a singer.

You can become a singer at any age preferably the younger the better. But 23 is still young
Choice of learning should be on the type of singer you want to become. If you want to sing classical then you have to learn hindustani or carnatic but if you want to sing film songs then its got to be lite music
Please find a good teacher and learn one to one if you are serious and want to take it up as a career
