Actually,this question is meaningless! It is like asking who is better:Prasanna or Venkatraghavan(Both Off-Spinners)! Both languages are powerful and have thier uses in different areas. Python is used for example by ESRI ARCGIS and Java is off course the language for mobile application development. So,it all depends on the application that you want to develop!

A good place to learn Python is your home,where else? If one is willing to learn, then he/she can start anywhere and what better place than home! Of course you need a good computer,Python Interpreter and some good book(s) to begin with. Assuming that you have a good computer and Python interpreter, I suggest the following books to start your journey:
1. Python Programming: An Introduction to ComputerScience: John M.Zelle
2. Introduction to Computing using Python:An Application Development Focus- Ljubomir Perkovic
3. Introduction to Computer Science Using Python: A Computational Problem-Solving Focus - Charles Dierbach
By going through these books carefully(as a starting point) and practicing writing programs in Python, one can set foot on the road to gaining mastery over Python.

This question is a bit difficult to answer! Nothing can be learned in a week,one can only get started in it! Of course to get started in Python in a week is easy! Just consult 2 or 3 good books and give 2 to 3 hours per day on learning how to program in Python(by writing simple programs in it) and by the end of the week,you will be ready to really dive deep into the language!
We just have to start writing simple programs first,lots of it and then we can go to learning the advanced stuff!
