Water with a Ph value of 7 is non conductive as it does not have free ions. But since acids (Ph vale less than 7) consists of free H+ ions, an aqueous solotion of water would have plenty of free H+ ions (cations) as well as - anions. When a potential difference is applied to the solution through two immersed electrodes, the positive H ions are arttacted towards the cathode (the -ve electrode of the circuit) and anions to the +ve elctrode of the circuit. Thus these charges start flowing in the solution thereby conducting electricity.
